From Normalization to Comprehensive Strategic Partnership: Three Decades of Development of Vietnam-US Relations (1995–2025).

Abstract
Over the past three decades, Vietnam-US relations have shifted from post-war confrontation to extensive cooperation, marked by normalization in 1995 and upgrading to Comprehensive Strategic Partnership in 2023. This article analyzes the development process through three main stages: (i) premise and normalization (1975–1995), (ii) strengthening trust and expanding cooperation (1995–2013), and (iii) strategic integration, upgrading relations (2013–2025). Using the theoretical framework of realism, institutional freedom and constructivism, the article clarifies the dynamics, challenges and strategic implications of bilateral relations in the context of US-China competition and geopolitical fluctuations in the Indo-Pacific. The results show that the convergence of security-economic interests and people-to-people exchanges is the foundation for maintaining the relationship, while requiring a flexible strategy for the future.
