How to Deal with Geopolitical Tension? From the Viewpoint of Vietnam and ASEAN

Abstract

Claims that multifaceted collaboration between pro-trade middle powers and ASEAN is crucial for preserving vigorous economic activities in the worsening US-China confrontation. The paper starts with explaining the complicated nature of geopolitics-related policies that influence the design and operation of global supply chains. Then the economic effects of two major policies, a tariff war and high-tech export control, are reviewed by referring to some existing empirical studies. A couple of undesirable consequences of recent policies, namely, enhancing policy uncertainties and weakening the rules-based trading regime, are analyzed, and possible policy remedies are discussed. In the end, the paper discusses how Vietnam and ASEAN should deal with the current geopolitical tension.

Fukunari Kimura

Senior Research Fellow at ERIA

Fukunari Kimura received his Bachelor of Laws from the Faculty of Law, University of Tokyo in 1982 and Ph.D. from the Department of Economics, University of Wisconsin-Madison in 1991. He worked for the Department of Economics, State University of New York at Albany as Assistant Professor in 1991-1994, the Faculty of Economics, Keio University as Associate Professor in 1994-2000 and Professor in 2000-2024, and Chief Economist, ERIA located in Jakarta, Indonesia in 2008-2024. Since April 2024, he has been Professor Emeritus and Senior Professor, Keio University, President, IDE-JETRO, and Senior Research Fellow, ERIA. He majors in international trade and development economics. His research topics include international production networks, economic integration and the World Trade Organization, and the digital economy in East Asia.
