Từ bình thường hoá đến Đối tác Chiến lược Toàn diện: Ba thập niên phát triển quan hệ Việt Nam – Hoa Kỳ (1995–2025)

Ba thập niên qua, quan hệ Việt Nam – Hoa Kỳ đã chuyển từ đối đầu hậu chiến sang hợp tác sâu rộng, đánh dấu bằng việc bình thường hoá năm 1995 và nâng cấp thành Đối tác Chiến lược Toàn diện năm 2023. Bài viết này phân tích tiến trình phát triển qua ba giai đoạn chính: (i) tiền đề và bình thường hoá (1975–1995), (ii) củng cố lòng tin và mở rộng hợp tác (1995–2013), và (iii) hội nhập chiến lược, nâng cấp quan hệ (2013–2025). Sử dụng khung lý thuyết hiện thực, tự do thể chế và kiến tạo, bài viết làm rõ động lực, thách thức và hàm ý chiến lược của quan hệ song phương trong bối cảnh cạnh tranh Mỹ – Trung và biến động địa chính trị Ấn Độ Dương – Thái Bình Dương. Kết quả cho thấy sự hội tụ lợi ích an ninh – kinh tế và giao lưu nhân dân là nền tảng duy trì quan hệ, đồng thời đòi hỏi chiến lược linh hoạt cho tương lai.
